I was flagged for this so I thought I would explain. Lol Charlie Berens is a Wisconsin comic. He jokes about Wisconsin culture which sometimes is very drinking related. And there is a lot of drinking at his shows. I loved being sober there and laughing my behind off. OPE is a the Midwestern equivalent of oops or pardon me or sorry.
